Gammond Councillor B. Phillips Councillor G. Yarranton Councillor R. Jennings Councillor Mrs. L. Green Councillor Mrs C Gammond Mrs. E. Whitehouse (Clerk) 2 members of the public were present 1.Police Report The police were not able to attend, but sent the following report:- Incidents of note over the last month: Overnight Thursday 21st November a garden shed was broken into at a property on Hill Far, Northwood Lane. Lawn mowers and power tools were taken. Overnight Sunday 1st December a Silver Transit Van was broken into whilst parked up on Hill Farm, Northwood Lane. A window was smashed. An Ipod and a TomTom were taken. Public Open Forum Mr. Corfield was present and felt that he had to voice objection to the proposed cuts to the local bus service. He felt that money was being spent in other areas by the County Council which should not be prioritised above the need for the bus service in the local area to be retained. Although the County Council needed to make savings, cutting the local bus service would be like cutting a lifeline to local people. Clerk would write in opposition, and Councillors would ask local people to go on line and fill out a questionnaire in objection to the cuts. 2.Apologies for Absence: - Received and approved from District Councillor E. Davies, and Councillor Chris Grainger. 3.DECLARATIONS OF INTEREST: Councillor James Gammond and Councillor Mrs. Gammond declared an interest re Village Hall, being committee members. Councillor Yarranton advised that he was a member of the District Planning Committee, and as such, reserved the right to change his opinion on planning applications at District Meetings, should further evidence be presented by Planning Officers.4. Approval of the Minutes The minutes of the Meeting of the Parish Council held on 18th November 2013 were approved and signed.5.PLANNING AND DEVELOPMENT CONTROL: a. Previous planning applications 13/0496 : Proposed garage and log store, alterations to existing store to create study and brick paving to part of existing courtyard at THE THRESHING BARN, LIGHT MARSH FARM, CRUNDALLS LANE, BEWDLEY, DY121NE Approved 13/0504 Conversion of existing agricultural building to No. 4 bed dwelling with attached garaging; Demolition of redundant structure at TRIMPLEY GREEN FARM, TRIMPLEY, BEWDLEY, DY121NR. Approved b. New applications received None c. Compliance Issues Playhouse erected adjacent to Amenity/Storage Building (permission granted) to be used in conjunction with adjoining land use Hollies Lane. Councillor Yarranton advised that this had not appeared on the Enforcement agenda, and he had had it reinstated as an agenda item. 6. Progress Reports on Outstanding Items Severn Trent Fencing at the Reservoir car park to prevent 4 x 4 vehicles gaining access into the wood. The fencing had been completed, but there were no locks on the gates. It was thought that Arley Estate were to put lock on the top gate, and Severn Trent on bottom gate. Clerk to write and thank Debbie Patterson at Severn Trent for arranging this work. Northwood Lane Hedges had been cut. Message and vote of thanks to be sent to Councillor Chris Grainger. Grit Bin opposite Rosemary Cottage Clerk to contact the County Council and ask them to reinstate this, as the closest one to this area of lane is at Trimpley Crossroads. Despite it being on a bus route, it is a very steep bank, with a nasty bend. Also, the next nearest bin (Trimpley Crossroads) was approx. 2 miles away. Work on Trimpley Green Councillor Mrs. Green advised that her husband would be willing to remove invasive weeds from the Old Marsh. Councillor Ron Jennings will contact Mrs. Nancy Briggs to ensure that this will be alright. Flooded Foopath Trimpley Green with the constant wet weather, the footpath previously discussed on Trimpley Green was again becoming impassable. As Mrs. Briggs had not responded to correspondence about this, Councillor Mrs. Gammond would contact the Countryside service as to the best way to proceed. It was noted that there would be traffic lights on Shatterford Lane during January whilst Severn Trent undertook some work. Hollies Lane exit onto A442 work was being undertaken on Hollies Lane, and Clerk read out a letter from the County Council in respect of this. Part of the work to prevent wash out onto the A442 was dependent upon the channel drain near the A442 requiring regular attention. It was agreed that the lengthsman would pay attention to this channel after storm events, and ensure it was draining well. Clerk to arrange for lettering for Councillor Mrs. L. Green to be added to the Board of Honour. Viewpoint Clerk to ask County Council to replace Reflector Post by the seat at the viewpoint. 7.Lengthsman - A discussion took place re the VA sign, and the need to train the Lengthsman on how to do a battery change in the sign. . 8.Financial Reports Cheques signed PAYE re Clerk - 54.60 Worcs. CALC Good Councillors Guides 6.859.County and District Council & CALC Matters County Councillor Yarranton was to request roadsweeping again in Upper Birch Lane, and Hoarstone Lane, where leaves were once again causing problems.10.Other Matters Councillor Mrs. Gammond had attended the Community Emergency Planning forum, and gave an update. Councillor Mrs. Gammond also reported that a new type of flood sack was available with a gel inside. Details to be put in next months newsletter. 11.Road Accident Brief details were given about a lorry getting stuck in Hoarstone Lane. 12.Date of Next Meeting Confirmed as Monday 20th January 2014 Clerk asked if consideration could kindly be given to moving the date of the February meeting from 17th Feb 2014 to possibly a week later say 24th February as she would be away on 17th Feb.
