Whitehouse (Clerk) PC Steve Thomas1.Police Report (during the month) Nothing to report in the parish. One or two incidents of people in Bewdley having items stolen from unlocked cars, but that was all. PACT meeting scheduled for tomorrow evening (16th September) at St. Annes School. Cllr. Phillips raised the matter of boy racers using Eymore Lane, usually evening, or night time. PC Thomas said he would send up a patrol to check on this. Cllr. Grainger raised a matter re Debbie Lacey at the stables at Hoarstone Lane, who had confronted picnickers at the location, and when she asked them to leave they had become aggressive. PC Thomas asked that she take numbers of any vehicles or motorbikes involved.2.Public Open Forum Mr. Ron Collins reported that BT had been cleaning out trunk pipes along the A442 main Bridgnorth road from Franche (Three Crowns and Sugarloaf). He felt that this was usually done when fibre optic wires were to be installed.3.Apologies for Absence: Cllr. Mrs. Carole Gammond apologies approved.4.DECLARATIONS OF INTEREST: Councillor James Gammond declared an interest re Village Hall, being committee members, and also work undertaken on silt trap at Mount Pool. Councillor Yarranton declared a disclosable pecuniary interest in the item concerning Bewdley Town Library. Cllr. Grainger declared an interest in any items in connection with Riddings Brook. Cllr. Ben Phillips declared a disclosable pecuniary interest in relation to the Churchard Grant.5. Approval of the Minutes The minutes of the Meeting of the Parish Council held on 18th August 2014 were approved and signed. 6.District and County Councillor Reports Councillor Gordon Yarranton gave progress reports and informed on various matters- inc:- Valley Close road surface - County Council had repaired the road as far as was their responsibility. The remaining problems had been reported to Community Housing. Potholes - Crundalls Lane Cllr. Grainger reported a bad pothole by the telegraph pole and Northwood Lane by old bridge just before you get to wood. Cllr. Yarranton would report these. Drains in Hoarstone Lane have been jetted Litter pick arranged and bins emptied Eymore Lane carpark Upper Birch lane surfacing - 80 Square metres of top dressing has been scheduled. Lightmarsh Lane Cllr. Grainger reported that a camber change was required on the surface of this lane to route water into the drain made. If this was not done, the surface of the lane would suffer. Cllr. Yarranton agreed to report this. 7.PLANNING AND DEVELOPMENT CONTROL: a. Previous planning applications 14/0413 Detached Garage at VALLEY HOUSE, Eymore Lane, Trimpley Awaiting decision 14/0445 Alterations to raise height of existing grain storage unit at Holbeache House Farm, Trimpley Awaiting decision 14/0462 Relocation of gas tank from rear to front, and replacement shed at Joydean, Hill Farm, Northwood Lane, Awaiting decision b. New applications 14 0496 Extensions and Alterations Holbeache House Comment: No objections and recommend approval Some surprise was voiced on the design of parts of the plan including the proposed tower, and mausoleum. 14/0508 Extensions and Alterations to include separate Garage Jacobs Ladder Comment: No objections and recommend approval. c. Compliance Issues Playhouse erected adjacent to Amenity/Storage Building (permission granted) to be used in conjunction with adjoining land use Hollies Lane. Nothing further to report. 8. Progress Reports on Outstanding Items Flooding near to Mount Pool Cllr. James Gammond had managed to get a quote for a new silt trap to be created on left hand side going down the drive near to Mount Cottage of 450 + VAT. This was accepted by all councillors, and Clerk was to contact Kirsten Huizer of the District Council to request grant assistance. Low Habberley - work on flood relief plans at Fountain Court. Clerk tabled a summary of the accounts in connection with this, which showed that almost all costs involved had been recovered. Councillors had reported that since the works had been done, the flooding had been much improved. The County Council were still to complete the scheme with a man being lowered into the drainage chamber to clear out. c) Hedge-cutting Thanks were expressed to Cllr. Chris Grainger for cutting the hedge at Northwood Lane. The tenant of land bordering Crundalls Lane had confirmed she would arrange for the hedge there to be cut. Cllr. Chris Grainger had also spoken to Mark Blakeway and roadside hedges at Low Habberley have been done, although not along FP592 behind the houses. c) Bulb Planting near to village signs Clerk had taken delivery and supplied to Councillor Ben Phillips. d) Marsh Eymore Lane - It was agreed that a work party would take place on Saturday 27th September at 10a.m. for pulling out weed. Fly tipping It was reported that a quantity of fridge freezers had been tipped on private land at Low Habberley 9.Request for Grant Assistance Bewdley Library At this point, having declared an interest, Councillor Gordon Yarranton left the room whilst the item was discussed. Clerk tabled some comparison figures for Councillors information and advised that she understood that Upper Arley Parish Council had voted against giving any assistance. After much discussion, it was agreed on a majority vote only (not unanimous), to offer grant aid of 350 only for this year alone. Clerk to communicate this offer to Bewdley clerk. Councillor Yarranton rejoined the meeting.10.Lengthsman - Invoice for work done on highways was tabled. Lengthsman had also undertaken work on the footpaths against the P3 Account.11.Financial Reports . a) Cheques signed PAYE re Clerk - 54.60 Lengthsman 150.00 Lengthsman work on Footpaths - 127.50 E Whitehouse Clerks expenses covering Daffodil Bulbs and WW1 Research - 155.59 Digging out of Silt Trap Mount Pool area J. Gammond - 100 Fee from District Council re uncontested election (122.74) cheque not signed, as councillors wished to receive a justification of the charges from the District Council. Clerk had been unable to obtain a breakdown from the District Council. b) Balances Clerk provided councillors with balances of all bank accounts, and details of the Lengthsmans and P3 Account.12.County and District Council, Correspondence & CALC Matters Library Mobile Service Consultations It was noted that the Mobile Service calling at Low Habberley was seen to be under threat. Clerk would publicise the on-line consultation link in the Newsletter, and those who used the service were to be encouraged to complete a consultation form. 13.Other Matters Ash Tree Clerk would contact Mr. G. Lewis re the dead branch overhanging Eymore Lane. Talk by Martin Delahay re Ash Dieback Clerk had arranged this for the next meeting. Sunday 28th September WWI Service at St. Marys Chris Grainger advised that he would try to attend this to represent the Parish Council. BT Chamber in Mary Moors layby serving Severn Trent WTW Reservoir - a chamber with concrete surround to the cover had recently been installed in the layby. It had been installed in a position where tractors would pass over it, and the concrete surround had already been broken. Clerk would report this. Trimpleywatch Award clerk advised that trimpleywatch run by Cllr. C. Gammond had won an award, but that a trip to London was required to collect this. Cllr. C. Gammond had advised that she was unlikely to be able to make the date (9th October) and Clerk asked councillors and the police if anyone could attend, but no-one was free to do so.
