NOTICE IS HEREBY GIVEN

 

that a casual vacancy has arisen in the Office of Councillor for the Parish Council following the Resignation on 1st March 2024 of Councillor Sparkes

 

If by 18th March 2024 a request for an election to fill said vacancy is made in writing to the Returning Officer at the address below by TEN electors** for the said Parish, an election will be held to fill the said vacancy, otherwise the vacancy will be filled by co-option.

 

If election is called, it will take place not later than 28th April 2024

** There is no form of words for this request, which might simply be a letter headed with such words as “We the undersigned being electors for the [Ward of] … Parish, call for an election to fill the vacancy arising from the [death][resignation] of …”.  It is helpful if the ten signatures are accompanied by printed names and addresses.

 

Hanley Castle Neighbourhood Plan Review 2024

 Hanley Castle CP Neighbourhood Development Plan.

Following a pre consultation and review, changes to the Neighbourhood Plan have been identified and the Parish Council wishes to proceed to a Regulation 14 submission. Regulation 14 is a process that makes these changes known in the form of revised plan and invites comments from interested parties.

 

The proposed alterations update the plan to account for building activity and other changes in parish since the plan was made in January 2019. It also adds items to the local heritage list that characterise a rural parish with deep historical roots.

 

The review committee believes that it is not necessary, at this stage, to change the policies and site allocations within the plan.

The South Worcestershire Development Plan (SWDP) has recently been revised and is with the inspectors awaiting their comments and approval. This process could take until late 2024.


We have been advised to update our own Neighbourhood Plan so that it is consistent with any national amendments, the SWDP and to retain its weight within the planning hierarchy. Therefore a small committee comprising Hanley Castle parish councillors Sue Roberts, Sue Adeney and Angela Hartland, together with parishioner representatives Tim Feest and Steve Gogerty (chair) has been established by the Parish Council to conduct a review of our plan.

1. Date of announcement 8th June 2023 (a)

2. Each year the smaller authority prepares an Annual Governance and Accountability Return (AGAR).  The AGAR has been published with this notice. It will not be reviewed by the appointed auditor, since the smaller authority has certified itself as exempt from the appointed auditor’s review.

Any person interested has the right to inspect and make copies of the AGAR, the accounting records for the financial year to which it relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2023, these documents will be available on reasonable notice by application to:

Written notice of an objection must first be given to the auditor and a copy sent to the smaller authority.

 

The appointed auditor can be contacted at the address in paragraph 4 below for this purpose between the above dates only.

 

4. The smaller authority’s AGAR is only subject to review by the appointed auditor if questions or objections raised under the Local Audit and Accountability Act 2014 lead to the involvement of the auditor.  The appointed auditor is:

How To Report Potholes and Road Problems

There have been a lot of complaints about the state of the roads in Hanley Castle and Hanley Swan recently and whilst the Parish Council regularly report problems to the Highways Agency it is thought to be beneficial if residents also report any problems they encounter.
 
Problems can be reported online via the Worcestershire Hub, which can be accessed by the address below or by putting 'Worcestershire Hub' into a search engine. When on the Hub’s home page choose 'report it' and follow the instructions which are very straight forward.
