Matters discussed include examining the accounts; distribution of the profits of the Hop Market and Workhouse among the parishes for relieving the poor; election of Guardians of the Poor, with lists of names and parishes; leases, auction, maintenance and insurance of property, warehouses, inn and dwelling houses; checking of the weights and scales used in the market; 1841 overhaul of the procedures of conducting business as a result of complaints, listing the new rules and regulations and establishing a smaller committee to manage the every day business of the market; quantity and supply of hops; and copies of reports and correspondence received by the committee.

The first volume contains a copy of an 1823 Act for better supplying Worcester with water and more effectively paving, lighting, watching and other improvements, and extract of an act circa 1703 for erecting a workhouse in Worcester and setting the poor to work, Acts dated 1727 and 1730 amending it, and a copy of the Hop-Weigher's Oath.
