DescriptionThe first entry is that for the general Council and is the proceedings of the 1 December 1840 meeting, which established an eleven-member committee to enqire into the income and expenditure of the Corporation. Its remit, objectives and membership is given. The remaining entries are the minutes of the committee's meetings, providing the names of those present and record the documents reviewed, witnesses examined and decisions made. Areas investigated included officials' salaries, corporation rates, prisons, police, charities and the workhouse.

At the back of the volume are tables providing detailed breakdowns of income and expenditures for several years.
