DescriptionThe committee's duty was to excercise the Council's powers granted under the 1902 Education Act. Two permanent sub-committees were appointed; one for matters concerning elementary education and one for other matters concerning non-elementary education. The Act abolished the School Attendance Committees and school boards that had been set up by the Education Act 1870. Their duties were transferred to local borough or county councils, under the newly-established Local Education Authorities. The LEAs had power to establish new secondary and technical schools as well as develope the existing elementary schools. LEAs were responsible for paying teachers, ensuring the teaching staff were properly qualified, and providing necessary books and equipment.
