The report is divided into four main sections: the present state of the city as influencing health; measures necessary for the improvement of sanitary conditions; consideration of the best means of carrying out those improvements; and a description of the proposed plan of improvement and approximate estimate of cost. With an appendix by Edwin Chadwick.
