Matters discussed include the election, replacement and disciplining of officers and listing their names and position; petitions from individual citizens and private companies; surveys, maintenance, and leases of municipal land, thoroughfares and property; taxes, loans and payments made by and to the city; schools; public health (water, lighting, sewage etc); railways and canals; the gaol; copy address to the Monarch; reports from the committees. As more separate committees were formed as a result of legislation and an expanding population, the majority of the the minutes were taken up with copies of reports from those committees.

The names, positions and residence of the members of the council are given at the back of the book, with absences noted.
