Matters discussed include the election, replacement and disciplining of officers and listing their names and position; petitions from individual citizens; admittance of freemen (incomplete record); surveys, maintenance, and leases of municipal land, thoroughfares and property; taxes, loans and payments made by and to the city; schools; public health (water, lighting, sewage etc); burial ground; railways and canals; submissions, petitions or letters from citizens and companies; reports from the committees. As more separate committees were formed as a result of legislation and an expanding population, the majority of the the minutes were taken up with copies of reports from those committees (whose members were taken from the council). The names of who voted for or against a particularly important motion are sometimes recorded.
