A significant proportion of the book is dedicated to improvements made to individual streets and the issues surround those improvements (such as acquiring the land and finances), and to the reports of the various committees and sub-committees. Matters discussed include receipts and bills; various rates and audits; accounts and finances; leases, maintenance, repair and improvements to corporation land, property and infrastructure; appointment of council employees, council members and officers; members and duties of the sub-committees; lunatic asylum; water and sewerage; tarmacing of roads; pavements; discussion and impact of various pieces of national legislation; tenders for fuel and other services to the council; police clothing; tramways; canal boat registration; festivals, exhibitions and similar events; electric lighting; public urinals; water wastage; market improvements and regulations; byelaws; Victoria Institute plans; Severn Navigation Act 1890; enthronement of the Bishop of Worcester; bathing barge; annual licensing for tramways, hackney carriages, petroleum storage etc; infectious diseases; regulation of schools and charities; and pensions.
Those proposing or seconding motions are named. Letters received that are discussed at the meetings are copied out in full. Spine is labelled '23'. Second half of the book is empty after the decision was made to print the minutes instead of handwriting. The cover is battered and foxed but the binding is secure.
