Matters discussed include the election, replacement and disciplining of officers and listing their names and position; selecting Worcester's Parliamentary representatives; the city's charter; admittance of freemen (incomplete record); surveys, maintenance, leases and encroachments (purprestures) of municipal land, thoroughfares and property; taxes, loans and payments made by and to the city; public health and safety; regulation of trade and markets; care of orphans and the poor; copy of a letter pledging support to the new King James II on the restitution of the monarchy in 1684/85; the prison.

There has been some bleed-through of the ink that has made some pages very difficult to read. The book was rebound in the eighteenth or nineteenth century. Many pages listing the members of the council are upside down. Some pencil annotations and underlining from the twentieth century, usually dates, person and place names, or difficult to read words, but also some comments and cross-referencing.
