Matters discussed include the election, replacement and disciplining of officers; admittance of freemen (incomplete record); surveys, maintenance, leases and encroachments (purprestures) of municipal land, thoroughfares and property; taxes, loans and payments made by and to the city; public health and safety; regulation of inns, trade and markets; the prison; care of orphans and the poor; formation of extraordinary committees for a specific task. Meetings were usually held several times a month.

The names and positions of the members of the council are given at the back of the book, with absences noted. Occasionally the death or election of members of the 48 to the 24 are recorded.

Some pencil annotations from the twentieth century, usually dates or difficult to read words, but also some ticks and cross marks. Rebound in the 1970s.
