Matters discussed include the election, replacement and disciplining of officers; admittance of freemen (incomplete record); surveys, maintenance, leases and encroachments (purprestures) of municipal land, thoroughfares and property; taxes, loans and payments made by and to the city; public health and safety; regulation of inns, trade and markets; petitions concerning canals and works to make existing waterways navigable; prisoners; care of orphans and the poor; formation of extraordinary committees for a specific task; copy of an address presented in Parliament supporting the King during the unrest in the American colonies dated 1775. Meetings were usually held several times a month.

The names and positions of the members of the council are given at the back of the book, with absences noted. Occasionally the death or election of members of the 48 to the 24 are recorded.

Some pencil annotations from the twentieth century, usually dates or difficult to read words, but also some ticks and cross marks. Rebound 1972.
