Matters discussed include accounts and other financial matters; acquisition, lending and disposal of books, newspapers etc; formation, duties, reports and some minutes of the sub-committees; donations and bequests, often naming benefactor and listing items donated; fire insurance and precautions; appointment, holidays, wages and complaints concerning library, museum and teaching staff; electric lighting; Victoria Institute, especially matters related to acquisition of the site and the building alterations; University Extension lectures; technical instruction; various grants applied for; rules and regulations for the museum and library; library catalogue; classes taught in the Art and Science school, including a provisional subject list, timetable for day and evening classes and an external inspector's comments; the redacting of betting information in the library's newspapers, 1895; and supplies and equipment.

The front of the volume contain an alphabetical index. Unanimous decisions are recorded as such, occasionally the number of dissenters is recorded. Some entries have been crossed out. Binding secure but cover is scuffed and slightly torn.
