DescriptionThe museum in Worcester was founded in the 1830s, and was very quickly named the Hasting's Library in honour of Sir Charles Hastings, a prominent Worcester doctor and founder of the British Medical Association. Worcester established a free public library in 1879 and was eventually with amalgamated the museum and art gallery. The Library Committee was the forerunner to the Library & Museum Committee, which in turn became the Libraries, Museum and Art Gallery Committee. Minutes from 1903 to 1943 are missing.

Separate sub-committees for the library, the museum, education and buildings reported to the main committee. The committee oversaw the Victoria Institute, which combined the public library, public museum, Art, Science and Technical schools. Classes offered were diverse, including conversational French, Latin, dressmaking, music, police force classes, elocution, commercial mathematics, plumbing and chemistry.
