DescriptionThese documents concern the establishment of hot lunches, and later breakfasts, for some of the poorest children in the winter months. The food was to be hot, wholesome, plentiful, and cheap. The Penny Dinner Scheme and Free Breakfast and Dinner Scheme are the same; originally it was intended that the children pay a penny per meal but it was soon discovered that the very poorest, and thus most needy, were unable to pay a penny. Consequently, although the overheads still amounted to a penny per meal per child, the costs were borne by subscribers and a small minority of families who could afford to contribute.

A similar scheme was instigated to buy those children with no or inadequate footwear a pair of boots for the winter.
